Chengdu Xindong Investment Co., Ltd. is responsible for the development of New Chengdu Sports Center (NCSC). The company is inviting tenders for the development of the NCSC into a complex capable of Level A international events and national multi-sports events (e.g. National Games, National Intercity Games), to enrich the urban functions, display the new image and improve the influence and international status of Chengdu.
The Chengdu Xindong Investment Co., Ltd. intends to solicit a site plan for NCSC in 2 stages. In Stage I, about 7 Applicants will be prequalified to participate in the solicitation for the conceptual site plan (planning, architectural style selection ) and 4 design schemes designated as schemes of excellence; the Participants having submitted such schemes of excellence will participate in Stage II, i.e., solicitation for site plan (including planning, landscaping planning, and conceptual architectural design), to determine the scheme of excellence and the site planner of NCSC.
Chengdu Xindong Investment Co., Ltd. is hereby inviting worldwide excellent planning and architectural design firms or joint ventures highly experienced in designing large sports centers, greens and facilities to apply for prequalification for the solicitation for the site plan of NCSC, to determine 7 design firms or joint ventures as Participants.

OBTAINING OF PREQUALIFICATION DOCUMENTS
The Prequalification Documents can be obtained by the interested Applicants in either of the following ways from February 5 to 22, 2007 (Beijing Time throughout this document):

SUBMISSION OF APPLICATION FOR PREQUALIFICATION
The interested Applicant shall send a copy of his application for prequalification, by fax and E-mail, to the Solicitation Agent before 16:00 on February 23, 2007, and subsequently deliver a printed file of such (1 original and 2 copies) to the Solicitation Agent before 12:00 on February 26, 2007.
OTHER MATTERS
1．In Stage I, the Organizer will pay an amount as compensation to each of the prequalified Participants having submitted a valid proposal as required, and additionally a money award to each of the 4 Participants having won the prize of excellence. In Stage II, the Organizer will pay an amount to each of the Participants as compensation for his participation in Stage II, and additionally a money award to both of the 2 winners of prize of excellence.
2．Each Applicant shall submit only one application either by himself or as a partner of a joint venture.
3．This solicitation, including solicitation per se and any documents relating thereto, shall be governed only by the law of the People’s Republic of China.
4．All correspondence and documents related to this solicitation, including addenda, shall be written in both Chinese and English, and, in the event of any discrepancy, the Chinese version shall prevail.
